Bolivia did. And Japan for the most part wants a much smaller force there, partly because of "marines behaving badly". The only country down south who wants us there is Columbia, which I reckon is why when the honcho changes things so he can run a 3rd time it is a good thing but when the Honduran guy wants to run a 2nd time it is a bad thing.

The USA is despised in much of LatAm. IMO, GWB can take credit for that. From being viewed as the country to emulate up until 2000, the US has become the country to hate. Obama has helped to reduce this animosity a bit but mainly because he's not Bush which is not very reassuring.
