The unemployment rate did not really begin to soar until this decade. By this time, things had badly deteriorated in Detroit and the surrounding communities.

Until you had the layoffs and higher unemployment the bad management didn't have an enormous negative effect on the local economy. Things badly deteriorating before then would seem to go more to unsound local and state governments than to the auto execs.
