IPCC Fourth Assessment Report (AR4) was drafted, hundreds of peer reviewed papers studying climate change have been published

pretty ballsy to release wording like that so quickly after the revelation that the peer reviewers were basically themselves.

Over the past 25 years, global temperature has warmed at a rate of ~0.2°C per decade.

This is a very telling statement. They use 2.5 decades to try to depict a trend. The AGW crowd has stated that global warming has been going on for 150 years. at 0.2C per decade that would be 3.0C...when in fact, even with the CRUs bullshit numbers, they are saying that the temperature has only increased about 1.0C and is currently only above the norm by about 0.4C.

And considering that the numbers for the past decade are flat to slightly down it is impossible to say that the global average has gone up 0.2C in the past decade.

they are getting sloppy in their panic to offset the leaked CRU documents.

(anybody notice how they are now calling them "leaked" documents rather than "hacked"?)

For example, El Niño events can change global temperature by up to 0.2°C over a few years.

I've read this several times, and can't believe that any reputable scientist could state this without a thought.

Considering that the earth is a closed system and that the average world temperature is a function of a "heat in - heat out" balance how can any local weather effect change "global temperatures" in any way at all?

Sure, it could redistribute the energy and that in turn could change local temperatures, but for even decrease in one place there has to be an increase elsewhere.
