Both of those are examples where more proactive measures would have been useful. 9 11 has changed the thoughts of many on how to prevent such disasters. I notice Obama is not in much of a hurry to leave Afghanistan.

Even if this were not the case, I doubt that the United States (Democrat or Republican) had any interest in aiding a Marxist government that had help the Soviets kill and displace millions of people.
