At least there are no pesky alerts to deal with now - all that orange and yellow under W... I was never given any instructions - just that I should be afraid of something. At least in the Cold War I knew to look for re-entry vehicles in the evening sky (hoping they WOULDN'T be there). But hell, I lived in Washington state and night time sky was "cloudy and dark". We were lucky to see the moon at night so we'd be pretty sure to see nothing each and every night, including THE night.

As someone else pointed out there really was something to fear back in those days of Cold Warfarery - we'd all watched that burning capacitor in Fail Safe and knew what we were in for if the whip came down. If we withdrew tomorrow, the target of any rogue terrorist state with nuclear devices making a Mid East statement will put one a Jordanian yacht headed towards Haifa, Israel. Shi'ites hit the fan, but that fan won't be in the U.S. I'd prefer that to NY or DC.
