Federal law overrides state law...


The State constitutions were the law of the land in some States until construction was the official interpretation of federal versus State powers regarding the bill of rights and it shows the common understanding of the 2nd amendment as well.

That said as you correctly point out the federal law trumps state or even district of columbia law as the Heller decision proves.
