The production of H2 is done by a process called reforming. The final major step in the process is the separation of CO2 from H2. In these processes CO2 is a byproduct. In some plants it is processed into dry ice. In some it is processed into Urea. Some is captured for carbonation of beverages. Much of it is simply vented.

In none of these processes is CO2 the desired product. The cost associated with separation is born by the desired commercial products.
