There's a simple fix for that and I don't know why it isn't used more often. Instead of incarcerating tax cheats and dope smokers, clamp a GPS bracelet on their leg and make them stay home at their own expense. It would make room for violent and dangerous criminals in the jail. Do a serious offense like getting caught cheating the IRS and you'll be breaking rocks in the hot sun for your full sentence. Only lesser offenders like murderers and molesters get early release and clemency..
