First of all, Windermere may be part of greater Orlando, but the city of Orlando itself is divided up into numerous municipalities... I live in Fort Lauderdale, and we have no less than 31 separate municipalities each with its own local police department... some municipalities don't have their own local police department, so they're patrolled by the county Sheriff's Office... every large city in Florida has its own way of setting up their law enforcement jurisdictions, and the town of Windermere, where Tiger resides, is patrolled by the Florida Highway Patrol... I haven't read the police report so I don't know where the hydrant is, but no matter where it may be, the town is still responsible to monitor and maintain the fire hydrants since it's the town's responsibility to provide water and fire department services when needed... I'm sure that Tiger will be fined the cost of repairing the hydrant, that's probably the least of his worries right now... I'm sure the homeowners association is already involved in this incident since they most likely have a homeowners security representative on their board of directors... Just because the town is required to maintain the fire hydrants inside a private community, you still aren't allowed access into those communities, it's not your property and you don't live there... think about it for a moment, you may have a fire hydrant on your front yard, but it's still your private property and people don't have a right to trespass on your property just because a fire hydrant is on your property... you have public water coming out of your kitchen sink, but strangers still don't have access into your kitchen or your home...
