I'm waiting for Obama's speech. This is, if you like, his first bipartisan initiative which he has to sell it to his base and to independents. If he gives off signals that his heart isn't in it, it will be a disaster. Juan Williams made this point very well on O'Reilly tonight.

I think Obama will give off those signals. Obama can't manage to sound really tough even on healthcare, which he badly wants. It's obvious he doesn't want to commit more troops to Afghanistan, but circumstances have forced it on him (that and his own demagoguery about a 'war of necessity'). I don't expect he will be stupid enough to use the words "exit strategy" (though even that wouldn't astonish me), but I expect to hear some 'dog whistles' for his base about this not being permanent or open-ended. Which will amount to nearly the same thing in Afghan ears. The Taliban will smile and make plans to outwait him.

without the one million civilians that DOD currently employs.

Wikipedia gives these figures:

700,000 civilian
2,300,000 military (2004)

Which is a ratio of a little more than three to one.

I don't see how the DOD can justify this ratio. Ten to one? Maybe.

What do you think?
