You are right.

I'm sure that nearly all of the past aid (and the South Koreans have given far more then any other nation) has mostly gone just to fatten the pockets of the elites who rule over the peasants.

So long as the North Koreans insist on being the only ones to distribute the aid then there is no way aid can do anything other then strengthen the stranglehold they have over the nation....
