"After 18 months, our troops will BEGIN to come home." I think that's an exact quote. That means 6 months before the next Presidential election, he can announce the beginning of a withdrawl and pretend its over then. His leftwing base is mad that he's escalating the war as he said he would instead of throwing in the towel as they want. The "date certain" is a sop to them. Just like closing Gitmo in a year was a sop. It's not going to happen either. No reason to think the Obama expiration date rule doesn't apply here too. JMO
