The question is not how difficult AIDS is to pass on. The question is how expensive it is to treat and who is on the hook to pay for it (taxpayers).

Actually actual full blown AIDS may or may not be banned. The government said they would lift the HIV ban for visitors, nothing said about immigrants. I doubt many will be entering the country for treatment as it is available in most countries, some better than ours. Even with that in mind, it is better to change our visitor and immigrant laws than to ban HIV patients, because there are a lot more injuries, and disease's that are affecting health care costs than just HIV.
