Counter-terror is a two fork situation:

Fork 1:
Getting out is probably the most cost effective thing we can do to prevent future terrorism originating abroad. Every civilian death adds one or more people to the Taliban or al Qaeda recruitment roster.

Fork 2:
For the people that already have a grudge, it is a policing issue. Hunt them down like they did the Red Army in Germany. Rely on Fork 1 to prevent new recruits to the cause.
