Re: "There is no time table in war." Nor is there really one here. 'Start to draw down' doesn't say whether it's three guys, or one hundred thousand! (So it's mostly a psychological / propaganda point.) However it DOES RECOGNIZE at least TWO critical facts: 1) That al Qaeda / Taliban have been feeding upon, growing strength from, the perception in Af-Pak that America (in Afghanistan for over NINE YEARS NOW... longer then the Soviets were!) is an "occupying power". This seeks to deny them that propaganda victory, and the ability to draw strength from it. 2) It also recognizes the equally true fact that --- at some point in time --- the game becomes 'not worth the candle' any longer. That America will grow WEAKER and WEAKER if we continue to deficit-spend to fight in Afghanistan for decade after decade.
