Not exactly as it sounds:

Obama going to cut emmissions, China going to cut emissions...


China said it would cut its carbon intensity, the emissions per unit of gross domestic product by 40 to 45% by 2020 from a 2005 base year. However, as China's economy is expected to quadruple over the same time period actual carbon emissions will more than double over the same period.

Also, given the rate at which China plans on building new coal fired plants, decarbonizing its economy will proceed slower than its stated goal.
