Well, like I said... no one was really trying all that hard to do that. Out-of-sight-out-of-mind... it's been under-resourced and ignored and faultily strategized for YEARS now.

(And, even with the best possible plan and hundreds of Billions of new funding I'd say that our odds are only so-so....)
