True some are excluded from Federal income taxes, but most low income folks pay a much higher percentage of their 'discretionary income' in taxes than the rich.

Well, that makes sense.

Most low income folks spend a much higher percentage of their discretionary income for everything. Walk in any casino in Tunica, MS and you'll know what I'm talking about; or any bar in Memphis, TN. They may be low income but it doesn't stop them from gambling and drinking $5 drinks in a bar.
