Would reduce volatility--no? Leave more long term investors to dominate the markets. That might be a good thing.

That proposed tax is crazy. It will simply drive trading outside the US. A reasonable tax would be around a fiftieth of that, implemented worldwide. Pelosi is on record that she only supports a transactions tax, if it's implemented worldwide.
