Scottsdale, Arizona has a private fire department. Some full time, most part time. Works great. That's the way fire depts were in the 19th century. You probably have a state law stopping you from doing it that way.

We have our own fire dept but contract with the county for police service. It has worked very well.

My guess is your town isn't the only town in the country facing the problem, through no fault of its own...
