Keep rattling a stick in a hornets nest for another 18 months. Keep funneling money to a government that is widely perceived as fraudulent and corrupt for 18 months. Delay the withdrawal of forces, after looking at "conditions on the ground" and noting that for some reason we just can't figure out, Joe Afghanistan isn't getting behind the Karzai government.
