I'm not big into Cap and Trade either. I think it is a complex solution to a simple problem. If we were serious about reducing CO2 emissions, we'd cut the crap and just tax it. My favorite solution is a 100% tax on gasoline with all the proceeds of the tax returned to tax payers in the form of subsidies and tax incentives for buying electric cars, natural gas cars, hybrids, and plugin hybrids.

That would kill two birds with one stone. Then we could also cut the red tape on nuclear power and set a national goal to build one in every major city over the next 30-50 years, as we wind down coal plants.
