WHO said ANYTHING about a "new tax"?

Not me.

I said "Pay-As-You-Go"... which can mean either raise revenue or cut matching amounts from existing spending.

Or a combination of both.

The point is: PAY FOR what you spend. THAT'S the 'conservative way'.

Rigor. Fiscal DISCIPLINE.

If you want pay as we go, the best way to "pay" is to cut something else, not to jerk around the tax rates or add new taxes, every year.

Ah, the crux of the biscuit.... Congress is great at spending, if they were only so vigilant when it comes to killing programs...... Until the general public sees cutting programs as just as important and productive as inventing new ways of blowing tax payer money I don't see much changing in the future....
