He under-resourced it for years. He ignored the heart of the problem (Pakistan) for years. And he NEVER ONCE ever but the costs on the official budget ('cause it would have made his chronic deficits look even worse), nor did he ever seek to raise revenues or cut offsetting spending to pay for the wars... he just passed the cost along to our children and grandchildren, first time for a major war effort in our entire history it's been done that way), and, after a brilliant first year start in Afghanistan, his strategy progressively failed.
