This is what is known as government expansion and the creation of more and new bureaucracies--"bureau-crazies's ". These are the people who will occupy more government buildings that will use more energy in the form of lighting, heating and computers----all pushing and shoveling papers and/or computer files to watch over every facet of each American's life. This expansion has obvious costs however the not so obvious costs are the future costs that will demand more and more bureau-crazies to monitor the bureau-crazies. Big Brother is here in the form of Obamacare------courtesy Big Brother Obama and the Big Brother Czars.
