Extracting H2 from water by electrolysis:

2H20 + energy1 => 2H2 + O2

Recombining H2 with atmospheric oxygen:

2H2 + O2 => 2H2O + energy2

Of course, the usable fraction of energy2 will be less than energy1.

As I understand it, although H2 is completely non-polluting (because burning it gives only water), it has two disadvantages. Extremely high pressure must be used to get the energy density up to a reasonable level, and because H2 molecules are so small they tend to leak out of the tiniest holes. This creates safety concerns.
