Emission standards here are much tighter than they are in China. L.A. Mayor Villaraigosa was just "thanked" by REAPinfo.org for "eliminating" coal power by 2020. In reality, he just made L.A. more dependent on power generation from other counties (and other states). But the reality is that we as Americans have become very averse to coal-generated electricity.

Meanwhile, China is building more power generation capacity at a frightening pace, and there are no signs of them slowing down.
