Ironically, the severity of those consequences is what frightens conservatives so much that they would never consider changing the dysfunctional policy. Like the situation would get worse in the inner cities somehow if we took away the largest funding source for gangs. Before drugs, a few Mafia families made their money in numbers, prostitution, gambling and extortion. But that was peanuts compared to the hundreds of billions that drugs put up for grabs. Gee, I'm so glad we live in a "tough" world now.
