meredith whitney said the other day another big part of the reason is the borrower cannot produce the documents needed for the mods... ninja loans really coming home to roost while i agree with her, i also know of cases where the borrowers won't produce the documents because their income is TOO high...these are the high income 'walk aways' who come to the realization they're screwed either way, so just get out from the debt obligation and let the foreclosure take place
