Not just opinion also specific reported fact such as - "Over the summer, CBO chief Doug Elmendorf said he believed the reform bills he was seeing at the time would bend the cost curve in the wrong direction." (Sure thats a fact about a statement of opinion, but the opinion stated in this case is that of the CBO's head, and the whole issue under discussion here is the CBO's opinion)

He's right about this. You have to read between the lines of the official statements, read the CBO blog, and understand something about federal budgeting. CBO is signaling what they really think if you know how to read it and can lose the confirmation bias.
