To amplify your comments with respect to the medical field.

Starting in Late 98 or 99 the National Medical Board Examination (NMBE ) will be taken at Sylvan centers. It is rather apparent that the Sylvian-IDX testing agreement was a factor in this decision.

Currently people show a photo ID and a thumbprint is taken to verify who you are when you step into the room to take the NMBE or even the MCAT. Only if something happens in the future that triggers them to go back and check the print will they be able to determine if someone cheated. With the IDX system they can stop cheaters up front.

Unfortunately, these measures have been aded over the years since some people would pay other's to take the test for them.

Consider recent cases in which:

a. people took the GMAT\GRE on the East Coast. The answeres were compiled and forwarded to people on the West Coast and Hawaii where special pencils with answer keys were handed out to the cheaters who paid upwards of $10,000

b. brokers paid others to take the Level VI and other licensing exams for them. The cheaters were finally caught when one of the test proctors became suspicious after repeatedly seeing a certain group of individuals taking the test every time it was administered and for all levels of the exam.
