Z, I'm pretty sure the number of jobs "created or saved" includes those which provided the materials, the benefits, etc.

Can't really know for sure, however. If you're going to make up some bogus number that can't be proven one way or another, why not just make up a whopper, then claim it's a "conservative" estimate?

A factor they always overlook.

Another factor they overlook. But it is pretty clear they are just looking for zingers instead of actually discussing the policy.
