That's one of my fears also. It's why I never maxed out my retirement contributions. The possibility of a future VAT discourages me from rolling it all into a Roth.

You can never know what the government will do in the future -- just plan based on current information. So far the government has been making IRAs more attractive. The US suffers from low savings, and IRAs are one policy that tries to correct this. I think higher marginal income tax rates will come before they do anything with IRAs.
