It was a factor when I considered a sizable Roth conversion back around 1997/98. The potential was that they'd sucker me into paying taxes on the Roth conversion, and later switch the country from income tax to a VAT and clobber me all over again when I spend my retirement money. Under that scenario the regular IRA could turn out to be a better deal, because I'd take the distributions at a lower tax rate. My decision was to convert just enough to the Roth for a decent-sized trading account.
