If the "will of the people" violates the Constitution, don't you think it should be overruled? Or should they only do that on issues you approve of? I bet that's it... Google "Cummins v. Missouri" for a very similar case. The court overturned that one too. As it should have. Bills of attainder are very dangerous powers. Which our FF wisely took off the table.
