It's a bit like "health care reform" changing to "health insurance reform".....


True enough - if government has a role to help lower costs then insurance will also decline in cost - that's the way free markets work. If government runs/controls everything - there exists no incentives to lower any cost anywhere - the only imperative is to look for more sources for revenue i.e. taxes like say medical devices.
