"Having its own source of funding" != "is not competing directly with other spending". We have one federal government, money is fungible. Also if we didn't have the payroll taxes to support the entitlement programs, we could have payroll taxes, or increases in other taxes, or brand new taxes, creating the same burden on the economy, and apply it to different areas of government spending. So the more the government spends on Social Security, the less it can spend on infrastructure or anything else you decide is a priority.
