seems logical, that China would seek the comparative advantage of Siberia, as the associated costs of maintaining coals effects, accrue negatively to china. Environmental clean up and import of infrastructure to use coal should be another area where China outsources via partnerships and new start ups. Just as Huwai is extrapolated, you should see China Entreprenuers pick up the banner of cleaning up past missteps, resulting from inefficient coal operations..
