the truth of the matter is that china does not import a lot of coal from russia.

while china has shut down a lot small coal mines, the so-called "small" coal mines are in fact small extraction operations on top of or on edge of large and contiguous reserves, and the shut downs are actually transfer of the concessions from the weak (private/cooperatives) to the strong (state-owned/large privates). this is 'facilitated' by officialdom so as to (i) grab and seek tithe, (ii) upgrade mine ops, and (iii) enhance extraction so as to increase take.

the largest china coal mine operator, which already is considerably larger than peabody, expect to double production w/i 5 years without diminishing reserve base.
