He could - but the problem is that he gets a ton of financing from them as well. Also, when you're the incumbent, those things work to your advantage. It's one thing to be the challenger trying to get inside, quite another once you're the insider. All the things you railed against now work to your advantage and against your opposition, so why seek change any more?
