Unlike the current president, there is not one instance of GWB ever being caught in a lie, so my presumption is that his council of economic advisers were stating the facts. And why WOULD he lie about it? He wasn't trying to take over the health care system like the current administration.

It doesn't matter. Whether it is 40-50% as you claim or 50-60%, really is immaterial. The point is that a vastly disproportionate number of innovations come from the US.

Now, it is a fact that if Obama care passes, that level of innovation will recede. But for now, the US health care system is the biggest single driver of innovation in the world.

This is inarguable.
