This case is a close analogy of the bill. law.cornell.edu "The bill of attainder clause has never been read to prevent Congress from defunding an organization or a corporation whose employees engage in criminal conduct ..." Personally, I would favor a bill that did this on a blanket basis. In fact, Congress had a couple that did just that. Until it was pointed out that most of the military contractors would lose their contracts. Which is why they eventually wound up with this illegal bill.
