Let's not make any unfounded assumptions.

The Bush administration was very forthright compared with, for example, the Obama or Clinton administrations (Obama actually used "executive privilege" to keep his SOCIAL secretary from testifying).

I'm pretty sure if Bush doesn't believe there are national security concerns about releasing the emails, he'd have no problem with it.
