In the past,, the US has required other countries to extradite those wanted in the US for criminal charges. Now that India is asking the US to extradite this terrorist, it would be interesting to see what the US does. We need to go all out to bust the terrorist cells. They are the ones wo provide the funding and the know how and the brainwashing services. If you watched the CNN "Terror in Mumbai" over the past weekend, you would know how these cells are the ones responsible.
