As long as the Panama Canal retains its importance (and its importance is actually growing with the renovations), I cannot imagine we wouldn't see GTMO as a critical base, even though today that isn't considered its principal reason for existence.

During a time of national emergency or nuclear terrorism threat one can see how GTMO could become very important.
