That is kinda what they did. At first nobody noticed they bought so many at a dollar per house to a thousand or so. They gutted them and nobody paid much attention. Then the Wheels of Soul blocked off the streets to unfriendly folks. "Poof" a gentrified community. Don't know how it held up. Unless they pay protection illegal or legal. Illegal is cheaper and more effective of course. However, they generally turn on a patron and bleed them dry. The only way someone could be an urban pioneer in Detroit these days would be to form a compound and have private security.
