Backdating was a common excess of the Internet Bubble. Many if not most startups and recently IPO'd companies practiced it to varying degrees.

It was a guaranteed bonus that didn't show up in PE.

I maintain now as I did then that it was theft from stockholders. I don't care if everybody did it, giving people stock appreciation they did not earn is wrong.

Repricing after declines is different. I don't like it either, but it is not as clearly wrong.

I am not as conversant with chapter and verse of FASB, SFAS et al as I was a decade ago.
