EPA, cutting the states loose to regulate, the entire fed infrastructure greening up by exec. order and with their operating budgets, etc. We could pass cap'n Trade today, and California would probably still be able to implement our own first. Idaho...Idaho... has already sold a permit related to CO2. Business will have to do it to compete with the rest of the world. Lots of green money in the stim pipeline...high speed rail gets funded in a few months. I'd always spend more, people like Inhofe can do a lot of damage.
