Maryland requires that invitro fertilization be covered

In other words, if you reside in Maryland you are expected to pay for invitro fertilizations. Why and how is that health insurance? Sounds more like an entitlement - to get in-vitro fertilization at public expense. Would y'all be willing to "cover" for surrogate mothers (on demand)?
