Yep. In part. Even if the numbers balance out, so that "the rich" end up paying for the "tax cut" to those who don't pay taxes at all even before the "tax cut," the so-called tax cut won't have a reasonable multiplier.

The multiplier comes in because of investment, not just spending. Megabucks transferred to the lower third of income earners won't do nearly as much for the economy (or job creation) as a similar amount in REAL tax cuts to higher income earners.
